Hollow attacks and reports of Vizard unrest have begun to send reverberations of worry through the entirety of the spiritual realm, compounded with the sudden resurgence of Quincy and even humans that have begun to manifest abilities leaves no end of action for the Shinigami.
Now it was time to reach an ultimatum.
After hundreds of years of silence, the Central 46 Compound has mysteriously begun to become surprisingly active. Usually the governing body of Soul Society tends to leave the affairs to the Captains of Seireitei, but recent events have given them cause to rise to the occasion and once again begin to act.
To begin, they summoned for the Captain Commander to arrive in order to hand him a new series of directives and laws, while at the same time allowing him to pick from two other delegates in the Gotei 13 to attend with him for other possible insights.
OOC: Stelevein posting first is required for this topic, but the other two shinigami are first come, first serve. After all three have posted for the first time in this topic, the posting order becomes non-consequential, as the director will post once every two IRL days whether there are posts or not.

Stelevein had been locked in his office not allowing anyone to enter in light of recent activities so that he may ponder posible solutions in peace. This however didn't last long; he had just received word from central 46 which surprised him because they have been silent for so long.
"If central 46 is involved things must be worse than recently anticipated." He said aloud to himself
He figured best not to keep them waiting so he exited his office and the building and shunpoed all the way to central 46. When he arrived he was greeted by guards who bowed and opened the doors for him. He entered and found himself standing in the center of a circular room with about twenty or so chairs all of which hosted the members of central 46. Stelevein simply stood there and waited for them to speak

Fate had already been informed of many different situations involving vizard, humans, quincies and a few others...on more than one time....which wasn't good being that it ment more work and effort for the young Captain. Fate had just finished up some paperwork when she was informed of a message....and from central 46 no less, what is this about? She thought to herself letting the messanger leave.
After a few minutes while exiting the Squad Five barracks Fate had assumed it was about recent events...and maybe someway to stop them? Or at least for the time being anyways...she hoped it was anyway, beside that she had also been informed that the Head Captain and at least another Captain like herself would be attending this meeting, most likely the Captain of Squad Two she guessed.
Fate shrugged once before arriving at Central 46...Fate had only ever been here before once...and she didn't really want to remeber it, locking it from her mind Fate approached the enterance were she was greeted by the guards who bowed low letting her pass into the chambers of Central 46. Heading inside she spotted the Head Captain within the center surrounded by chairs. Fate let out a very small burst of reaitsu to inform the Captain of her apperance, she then walked calmly to join the Captain standing just behind him as she waited.

Jin-Ho had been wandering aimlessly around the Seireitei wearing his old Captain's uniform and carrying a giant stack of papers. Since the old captain of squad twelve had disappeared, the Ex-Captain took it upon himself to take back his position; albeit temporarily since much of the squad was against his intervention because he had done so without following any of the official methods of becoming a captain. As the Shinigami wandered Soul Society, reading the papers, he noticed the Captain Commander's reiatsu speeding toward Central 46 along with another presence. The man immediately followed suit, curious as to why the Captain Commander was being called to the building and having his own personal business with the commander.
He got to the building just as the Captain Commander and what appeared to be the captain of squad 5 entered. As he walked to the guards, he smiled politely as the guards bowed, although they seemed to be confused; having been told squad 12 was currently without a captain. "I'm here with the Captain Commander. I realize you guys might not get the news as timely as out there, but I'm the new squad 12 captain." he said with a smile, as the guards bought into his story and let him in. He then walked in behind the Captain Commander and beside the squad 5 captain.
"Sorry if you were expecting someone else to show up, but I got curious. Not every day a Captain Commander gets called to Central 46." he whispered behind the shinigami in front of him as he waited for the possible uproar his presence could cause inside the building; seeing as he had been pronounced dead for quite a while.

"Battousai Stelevein. Fate Testarossa Harlaown. And even you; Yun Jin-Ho."
The voice that spoke came from somewhere within the room, darkened silhouettes from around the circular room shifting positions rapidly whilst the unknown narrator would speak. A bright light opened up from the ceiling and poured into the center of the room, illuminating the three captains while serving to darken the rest of the room to them as the voice would continue.
"We trust you are aware of why we have called you." The voice begun, a loud and booming quality behind it that rung with the sense of authority. "Hollows have begun to rise again; more powerful than ever before and more frequent than ever." They paused then, allowing someone to speak if they would, but afterwards the Central 46 would continue again. "We are hereby going to declare a new series of laws that Soul Society will abide by."
A large and resounding boom was heard, not alike the boom of a gong. It was an ages old tradition for the Central 46, that whenever they were going to change the fabric of Soul Society's laws. The spotlight had begun to intensify at this point, the darkened shapes of the members of the Central 46 beginning to move about the room as if the entire place was spinning whilst the chairman would begin to speak again.
"We hereby revoke the safety and harbor we placed upon Quincies and the Vizards. They are to be exterminated on sight alongside any Hollows that may be found." There was a brief amount of time given for the gathered captains to react, however the chairman would soon speak again. "We have reason to believe that those groups conspire against us."

Stelevein didn't say anything, he stood there until he heard the last part about exterminating the quincies and vizards. His face changed to a look of shock, he stepped forward toward the chairs and begun to speak in a voice that sounded much like anger.
"You can't expect me to follow that simply because you expect that may may be in league with the hollows. The is very doubtful do you not understand that quincies hunt hollows much like us and vizards have never caused us problems. So I ask you to show me proof before I even attempt to allow that." He said with a raised voice

Fate reamained silent as the Central 46 spoke, but her eyes widened ever so slightly when she heard the new laws Central 46 were hoping to pass. Fate's hands tightened into a fist, did Central 46 know nothing about what was going on? The vizards had never caused them trouble in the past, so why would they now? As for the quincies it was true they disliked us but they never attacked without a reason and besides they were also helping take out hollows so what was the problem?
Fate was ready to shout that to the Central 46 reguardless of her post of being a Captain she didn't really care at the moment, but it seemed the Head Captain spoke her thoughts for her as he mostly shouted towards them. Fate then quickly stepped forward to stand beisde the Head Captain, turning her head and nodding towards him to show the Head Captain that Fate strongly agreed with him...and she hoped Central 46 would see sense.

"You people aren't phased by anything are you?" the Shinigami responded when the voice began speaking. The scientist payed very little attention to the man speaking, reading his large stack of papers instead. As the voice spoke about declaring new laws, Jin-Ho smirked slightly. "I'm sure they'll make things so much safer and easier on us." he said to himself as he continued reading the papers he had with him. He then stayed quiet until the chairman mentioned something believing the quincies and vizards were against the shinigami. "My, my. Conspiracy theories are never good for an organization. By the way; says here you had Vizards serve as captains in the past. There's no record of any animosity between us two after that." he said as he held up a portion of the papers he was reading; mostly to himself since he knew Central 46 would likely ignore any of the statements he made.
The scientist then turned to the Captain Commander with a small laugh. "I can understand your hesitation when it comes to the Vizards. But the Quincies? They disrupt the balance of souls and have been doing so since before you were born, kiddo. Aside from this Uryuu fellow and his family I've been reading about, the Quincies have been nothing but trouble during all of Soul Society's history. They've even declared war on us before. The reasoning behind your doubt is faulty, but I do agree with you. It wouldn't make sense for the Quincies to ally themselves with their mortal enemies." he said in response to the Captain Commander's words as he skimmed the stack of papers he was carrying with him; presumably a document of Soul Society's history and everything he missed while he was frozen.
"I suppose I'm the only one here to act as the logical side of the Gotei Thirteen? If they're doing this it means they have enough evidence of some sort to believe it to be true. Whether that evidence was falsified or not is beyond me. If you kids want this overturned, you're gonna have to find counter-evidence. But if they've made their decision; there's nothing we can do but obey. That's just how Soul Society works." the man said to with a small sigh when he noticed the other captain giving supporting gestured to the Captain Commander. He himself didn't have many qualms about obeying the new laws, since he had no real connections to either group; but having to kill Vizards on sight would mean losing a huge research opportunity.

Unseen due to the shaded nature of his face, the chairman of the Central 46 stroked his long beard thoughtfully as the Captain Commander voiced objections to his latest orders. Absolutely unprecedented was this response, the captain commander having always had a level-headed and obedient stance about his orders in the past. So much so that an amount of deliberation and grumbling could be heard within the ranks of the Soul Society elite; at least until Jin-Ho had begun to speak.
"Those Vizards, and the recent vizards are not the same."
Instead of responding any further however, the chairman sat in silence while Jin-Ho would turn to face the Captain Commander and speak with him. A history lesson given, effective and even managing to come up with names and his own opinions; at least until the very last part. But this was understandable. Squadron Zero and the Onmitsukido are the only people outside of the Central 46 who were privy to this particular information, but it was now time to finally reveal it to the world.
"You misunderstand what we had said. The Vizards and the Quincies conspire against us. We did not say that they were allied." He begun, pausing only to allow Jin-Ho to finish speaking before he would continue again. "You are correct to assume we have evidence." He stated as a tattered Haori fluttered down from above, landing at the captain commander's feet. "If you don't recognize the symbol on the article.... It belonged to the head captain of Squadron Zero."
A long and audible sigh could be heard from across the room as various shadowy members of the Central 46 would shudder in their seats, calming down eventually as another voice would speak out. "Vizards killed her. They reside in another dimensional space called 'The Masked Society'." From there, a newspaper would fall at the feet of Captain Jin-Ho, detailing an attack that occurred not too long ago on the 4th Squad Barracks.
"They were the culprits of this incident among others."

Stelevein didn't pay much attention to jin. He was more interested in what central 46 were saying. Then they had corrected him, he nodded in agreement and spoke again.
"I am sorry I misunderstood, however why would they conspire against us? If you don't mind my asking!" He said as the hoari landed at his feet.
"Ah" he said looking at it
"And this I hope this isn't all the evidence? If it is in fact all the evidence I will give the order to be on high alert for Quincy and vizard attack, but I CAN NOT promise the extermination just yet." He said to them looking around. Then he looked toward Fate and gestured her to move back to her original position without speaking to her.

Fate watched carefully as Central 46 continued speaking correcting the Head Captain about what they had said, Fate still didn't like it but she didn't have a choice so no point shouting about something you have no control over right? Listening Fate watched as a member of Central 46 threw down an old and rather tattered looking Haori....that of Squad Zero...why now? Fate shook her head inwardly, she listened to the Head Captain about keeping everyone alert but not attacking them directly it was a better idea then outright killing right?
Spotting the Head Captain turn to her, Fate nodded once bowing her head very slightly then stepping back to her orginal place before she had nodded towards the Captain before. Fate remained silent throughout all of this knowing it wasn't her place to judge.

The captain listened quietly as the Central 46 members spoke, eventually tossing a tattered haori at the feet of the Captain Commander. When they told the three captains who it belonged to, Jin-Ho's eyes widened a bit in surprise. To kill anyone from Squadron Zero was a great feat, and almost unbelievable if it weren't for the haori in front of the Captain Commander. As the newspaper fell at his feet, he picked it up and skimmed it, smirking slightly after he put it into his hakama along with the papers he was reading earlier. It was fairly obvious that the Central 46 now had the shinigami's full attention. He then moved to pick up the Haori that had fallen to the Captain Commander's feet; or take it out of whoever's hands it was in if someone beat him to it.
"So, it's a war on three fronts I take it?" the man said as he examined the haori. "I guess you'll be needing a specialist in war-related technology to even the odds? Ah, but I'll need some more equipment... and all of the research and inventions by Mayuri Kurotsuchi. It seems he's locked it away pretty tightly and I've no way of getting in without your help. Ah, and the body of this woman. I'll need to do an examination and see if I can get anything from it." the captain said with a slender smile as he held the haori out in front of him. "Also, if you have any Vizard or Quincy prisoners... I'm sure they'd make excellent test subjects." he said, still smiling. He wasn't expecting to get much of anything from his speaking, but figured if they remembered his past research on Hollows, it might give him a slightly better chance. If anyone would say anything about him using Vizards or Quincies as test subjects, he would simply reply with a smile.

Gazing upon the confused faces of the captain commander and the 5th squad captain, the Central 46 Chairman was pleased to be receiving exactly the response he was looking for. The 12th Squad captain however only seemed mildly amused by this whole ordeal. Whether he was simply happy to be of use, or had some other ulterior motives in place the chairman couldn't know.
But first, the head captain asked of both a motive and further evidence. A loud and deep sigh could be heard among the ranks of the Central 46, patience waning thin for this man's continued disobedience of their ordinance. However, since a request for more evidence is quite fair, that much could be granted.
"Often in the past we had used Vizards for assistance in keeping the Human World safe from Hollow attacks. These Vizard were few in number and easily controlled, so we held no problem nor worry for any sort of insurrection. However..."
The man's voice almost seemed to have melancholy in it now when compared to the authoritative monotone he held before. The long and deliberate pause he provided drew the gazes of every other member of the 46 to his shadowed face, unseen concern or agony written upon their own in the process.
"Their numbers have increased sporadically, our scouts have been killed, and Squadron Zero sent a distress signal shortly before we lost any traces of their position. On a more personal note... That would mean my daughter is missing."
Now that this point has been hammered in for why the Central 46 would take interest in clearing out the Vizard, the burden of proof regarding the Quincies is now upon the chairman to provide. In all honesty this one was a bit more petty, though the danger in regards to the Quincy ability to remove souls from the cycle is all but real.
"Disruptions in the cycle of souls have drawn our attention to the quincies yet again. We've ordered them many times in the past about regulating the amount of hollows they kill, but whenever we cast our gaze elsewhere they continue to create organizations and rebellions against our demands. 'The Honor of the Quincy' is their only justifications for destroying the balance."
The chairman paused a moment to catch his breath and compose himself now, listening to the requests of the research and development captain before saying anything else.
"No you cannot have the body. Yes you may break into Kurotsuchi's lab, or even that frigid wasteland where you were found. If you capture any Vizard or Quincies it is fine, any of them."

Stelevein pondered for a moment, but reluctantly gave in. He stared at the shadowy spot which would be the chairman; his face was quite serious, so serious in fact that most who would see it wouldn't think it possible. He bowed his head slightly in agreement and began to speak once more.
"Very well, I will give the order. However; I can not stress this enough, what if I give the order and you happen to be wrong?" He said still looking positively serious.
"I would also like to point out that while I am giving the order it is reluctantly. I still don't think killing those who helped us in the past is right. Therefore I won't feel bad for resigning as Captain Commander if it does happen that you were wrong."

Hearing the words of the Head Captain, Fate's head lowered slightly, so he was giving the order?....Looking up her eyes widened... he would resign if this didn't work..no way....Fate sighed inwardly and shook her head ever so slightly.
Watching and looking up now she wondered how the chairman would respond...it was clear that there was some unrest from the other Central 46 members...but...was it just beacuse we fought back, did they really expect everyone in the Gotei to agree to this if they did they really were fools as Fate continued to listen not saing a word.
