Since not all the spells within Bleach are known in the first place, being able to create new spells to take the place of the empty slots is something that makes sense no? Haku Rose (YeunKi) suggested we create a template of rules for just that purpose.
Any ideas are welcome.

Well I was intrigued in the fact firstly how we get limited Kido in techniques when filling out are character bio. Well I was curious into the fact of being able to branch out into different Kido's that the person who creates it may be able to harness.
Well most of us may lack creativity in creating possible Kido moves so the expansion of ones current roster of Kido moves could happen one can purchase listed Kido moves at catalog will be made.
PURCHASE?!? you may wonder does not mean per say with money but with posts. One will keep a log of your current listed purchases. And one can purchase as many kido moves as possible if one doesn't exceed their post amount.
Basically Kido will be broken up into different levels.
Kido Spells Between Level 1-9 : 10 posts (50 gold) Kido Spells Between Level 10-19 : 20 posts (100 gold) Kido Spells Between Level 20-29 : 30 posts (150 gold) Kido Spells Between Level 30-39 : 40 posts (200 gold) Kido Spells Between Level 40-49 : 50 posts (250 gold) Kido Spells Between Level 50-59 : 60 posts (300 gold) Kido Spells Between Level 60-69 : 70 posts (350 gold) Kido Spells Between Level 70-79 : 80 posts (400 gold) Kido Spells Between Level 80-89 : 90 posts (450 gold) Kido Spells Between Level 90-99 : 100 posts (May be ranked forbidden) (500 gold)
This covers all Kido spells within the level frame. Reason why they cost so much is that it helps make sure people who fill out the form for a new Kido deserve it for being a active member.
A way to save up on posts spending is to make your own creation. I will list a Kido of my own making as a example.
Name: Ukiyo (Floating world) Number: 3 Category: Bakudō Incantation: "Paint the Sky" (Draws a square into the air with his palm) - "Wash Away" (Slashes the air with his palm) Effect: It has the ability to lock the ends of limbs example hands and legs. This usually paralyzes those limbs until the Incantation is said to release them 'Wash Away' this Bakudō is usually used to help imprison opponents so that they can be detain by proper persons. The appearance of the Bakudō, is released into a shroud of darkness that encases the limb once encasing the limb the shroud seems to have glowing lights almost that of stars.
Name: Ukiyo Gensou
Number: 3.1 (Power level is that of above 10)
Category: Bakudō
Incantation: "Paint the Sky" (Draws a square into the air with his palm) - "Wash Away" (Slashes the air with his palm)
Effect: This a specialized Bakudō that Shiko had invented by updating Ukiyo up a notch. To remove the Bakudō it is the same as before. The appearance of this Bakudō had took on a new appearance instead of its usual shroud it takes on the appearance of a dark repressed memory of the opponent giving them small scene's that the believe they are reliving this cause them to lose their motor command of their arms, which in case makes them drop their arms to their sides. Making them drop their weapons to the ground. It can be easily break if the opponent seems to have been able to walk through their fears.
Key: Bakudō # 3.1 Ukiyo Gensou is a continuation of Bakudō # 3 Ukiyo. The difference is that the power level has increase from 3 to around 13.
I thought of the idea of making the number 3.1 so that it saves space for others that may want to make Bakudō's.
Where I got the idea from: Ukiyo-e, literally "pictures of the floating world", is a genre of woodblock prints that exemplifies the characteristics of pre-Meiji Japanese art.
If you make a Kido move your own your first move will cost full price after that if you continue on strengthening the kido it will cost half the original price. Using my example the first will be 10 posts and the next will be 5 posts.

Customizing Rules:
As to creating Kido moves, all custom made Kido is copyrighted by the original maker meaning if you are reading over approved Kido moves and see something you like you cannot purchase it unless given permission by the owner. This may sound childish but the owner has all rights to Kido as it was most likely made to help benefit their character. Ripping it off is a big no-no.
Kido Parts:
As I listed before if you make a Kido and lets say it is my own. Bakudo 3 and turned it to 3.1. This is used to customize spaced so others can make their own Kido moves. This is also tricky to do, as it makes you have to leave your Kido up for approvement. Meaning the first form of it has a lot of loop holes. Doing this is more praised as it is trickier to do. With each decimal pointed added on it is worth ten levels.
Example I went 3 to 3.1 this means its power level is now 13. If it was 3.3 or 3.4 it would be level 33 and 43. This is a effective way to make a simple Kido move a more powerful one. But there are limits to as far you can go to make it. Listed before shows us how many times a Kido move can be upgrade by each power level.
Kido Level 1 - 9: can be upgraded 9 times. Kido Level 10 - 19: can be upgraded 8 times. Kido Level 20 - 29: can be upgraded 7 times. Kido Level 30 - 39: can be upgraded 6 times. Kido Level 40 - 49: can be upgraded 5 times. Kido Level 50 - 59: can be upgraded 4 times. Kido Level 60 - 69: can be upgraded 3 times. Kido Level 70 - 79: can be upgraded 2 times. Kido Level 80 - 89: can be upgraded 1 time. Kido Level 90 - 99: Cannot be upgraded.
As the chart shows with each level of power the upgrades go down till there is no more this is to show one cannot pass the 99 power level mark. These upgrades can be only added to custom creations and no Cannon Kido moves. Why work with perfection.
Denied Kido's:
How one can be denied is if it is to powerful for the power level it is requested for or if it might involve a sacrifice or if it is to closely similar to a Naruto Jutsu. It can have similarities but coping a Jutsu completely is not right.
What will happen if you are denied first contact a mod or who ever denied you to see why be polite. If the mod tells you what happened you should learn form your mistakes but if you have been denied 3 times you will be then Black listed. Black Listed isn't a good thing this will make you be unable to make Kido ever.
Forbidden Kido:
Unlike Denied Kido you are not in trouble. This means you most likely filled out the Kido into right power level and yet it is still strong. Usually these might require a small sacrifice like a hand, arm or eye. These will be only be accepted uses for the creator of the kido. This is when the artist copyright rule will apply no matter what the creator says no one can try purchasing it.
Buying someones Kido:
You must first get permission from that person. Pricing is rather different unlike the original owner. Who may have started with a level Kido move and paid 50 gold and for it and then paid 25 for each after you will be paying differently. Lets use my example my Bakudo 3 if you wanted just that it would be 50 gold. But if you wanted per say 3.1 you would be paying 100 gold. To find how much you would pay take the decimal and make it a whole number then multiple that by 50 for each power level and then add the original Kido purchase price.
Buying said Kido will allow the original maker to take half of the purchase as it is their original spell and they deserve the payment.
Purchases:
You are only allowed one Kido purchase a week this is to keep everything fair so next week when you pile up gold you can afford more powerful Kido. There will be a strike policy added similar to denied Kido each denied Kido is a strike. Same if you try to purchase two Kidos in a week once you hit three Black Listed.
Black Listed / Strike Policy:
The strike policy is based off baseball three strikes and your out. Strikes could be denied Kidos purchases or even fighting with a mod or admin who denied you. They are only looking out for what is best for the site. Once you receive 3 you lose your privileged to make Kido simple enough.
Canon Kido:
These would be the Kido listed in the anime or Bleach Wiki these can be purchased by who ever and there is a unlimited stock of them. Many not just one person can buy that Kido.
The List:
A list will be posted up showing the areas where you can add your custom Kido to. If the Number is already used it cannot be used again.
Limitations:
As many people listed Kido into your character Bio these are the only Kido in which your character can use unless you purchase more. And which when you purchase one the receipt will then listed in your Character's Bio page. To help fellow member we suggest you place a link of your character into your signature so that they are able to see what Kido you might be able to. If you use a Kido that is not listed as on of your Kido's or isn't in your Shikai or Bankai. You will receive a strike this is to show fair justice.

Bakudō (縛道, "Way of Binding") A broad category of Defensive, Communication, Binding, Tracking and Sealing spells.
Name: Sai (塞, Restrain) Number: Bakudō # 1 Incantation: N/A Effect: Sai is used primarily to disable an opponent. The practitioner points using his/her index and middle fingers at the intended target(s) causing the targets arms to lock behind their back. The spell is usable on a single target or a significantly large group of people. Cost: 10 gold
Name: Hainawa (這縄, Crawling Rope) Number: Bakudō # 4 Incantation: N/A Effect: Hainawa is primarily used to disable an opponent. The practitioner generates crackling yellow energy rope within his/her hand(s) and releases toward the opponent. The energy entangles itself around the opponents arms and body immobilizing them. Cost: 20 gold
Name: Seki (斥, Repulse) Number: Bakudō # 8 Incantation: N/A Effect: Seki is primarily used for deflection. The practitioner generates a orb of light blue energy that rebounds an attack when said attack makes contact with it. The effect not only blocks the attack but repels whatever strikes it. Cost: 40 gold
Name: Geki (撃, Strike) Number: Bakudō # 9. Incantation: "Disintegrate, you black dog of Rondanini!! Look upon yourself with horror and then claw out your own throat!" ("自壊せよロンダニーニの黒犬!! 一読し・焼き払い・自ら喉を掻き 切るがいい!", "Jikai seyo, rondaniini no kuro inu! Ichidoku shi, yaki harai, mizukara nodo o kaki kiru ga ii") Effect: Geki is primarily used for disabling. The practitioner draws the symbols of the spell in the air which causes his/her entire body to permeate a red energy. The same red energy engulfs the body of the target and causes complete paralysis. Cost: 50 gold
Name: Hōrin (崩輪, Disintegrating Circle) Number: Bakudō # 9 Incantation: Disintegrate, you black dog of Rondanini!! Look upon yourself with horror and tear out your own throat!" ("自壊せよロンダニーニの黒犬!! 一読し・焼き払い・自ら喉を掻き 切るがいい!") Effect: Hōrin is primarily used to disable. The practioner uses the index and middle fingers and generates an orange hued tendril with spiraling yellow patterns to ensnare the opponent as the tendril wraps around their body immobilizing them. The end of it remains in the hands of the user allowing them to control the path of the tendril before and after capture. The Kidō is able to connect with another one of itself if both have captured a target and bind them together. Cost: 50 gold
Name: Sekienton (赤煙遁, Red Smoke Escape) Number: Bakudō # 21 Incantation: N/A Effect: Sekienton is primarily used for escape. The Practitioner places his hands palms down on the ground and a red smoke bursts forth from the point of contact and swiftly engulfs the surrounding area briefly obscuring the movements of whomever is within the smoke allowing a quick get away. Cost: 130 gold
Name: Kyokkō (曲光, Bent Light) Number: Bakudō # 26 Incantation: N/A Effect:Hides the target from sight, by bending light. The spell has the ability to totally hide the presence and reiatsu of the user or specified object. Cost: 150 gold
Name: Shitotsu Sansen (嘴突三閃, Beak-Piercing Triple Beam) Number: Bakudō # 30 Incantation: N/A Effect: Shitotsu Sansen is primarily used to disable. The practitioner generates a burst of crackling yellow energy in his/her palm and uses that energy to draw a inverted yellow triangle. The triangle then generates solidified energy in the shape of triangles from the the three points of the inverted triangle. The fired triangles hit the intended target and pin him/her against a nearby surface, slamming into his or her body in three places in the shape of a perfect triangle and immobilize the target. Cost: 180 gold
Name: Tsuriboshi (吊星, Suspending Star) Number: Bakudō # 37 Incantation: N/A Effect: Tsuriboshi is primarily used to catch. The spell creates a ball of blue energy that fires out six "ropes" from its center. The "ropes" attach themselves to any sturdy nearby object and the energy in the center solidifies into a flat elastic-like cushion. The spell can stop falling objects similar to a safety net. Cost: 200 gold
Name: Enkōsen (円閘扇, Round Lock Fan) Number: Bakudō # 39 Incantation: N/A Effect: Enkōsen is primarily used for defense. The practitioner can use either both hands or his/her Zanpakutō in a blocking motion. The spell then generates a dull yellow energy in front of the practitioner that takes the form of a large spinning disk of condensed reiatsu to block an opponents attacks. Cost: 200 gold
Name: Kakushitsuijaku (摑趾追雀, Summoning of the Tracking Sparrows; Viz "Seize Foot, Chase Sparrow") Number: Bakudō #58 Incantation: "Heart of the south, eye of the north, finger of the west, foot of the east, arrive with the wind and depart with the rain." ("南の心臓 北の瞳 西の指先 1;の踵 風持ちて 集い雨払いて散れ", "Minami no shinzō, kita no hitomi, nishi no yubisaki, higashi no kibisu, kaze mochite tsudoi ame haraite chire") Effect: Kakushituikaku is primarily used for tracking and locating any spiritual force the user focuses on. The practitioner draws a circle with the appropriate symbols set apart in four quadrants upon the ground using a black powder. They then place their hands palms down just under the circle to activate the spell. The circle glows with a blue light as the symbols are animated within the circle, causing various numbers to appear within until the specific set is found. The number set seems to be a variation on longitude and latitude. Cost: 300 gold
Name: Rikujōkōrō (六杖光牢, Six Rods Prison of Light; Viz "Six-Rod Light Restraint") Number: Bakudō #61 Incantation: "Carriage of Thunder. Bridge of a spinning wheel. With light, divide this into six!" ("雷鳴の馬車 糸車の間隙 光もて此を六に別つ!", "Raimei no basha, itoguruma no kangeki, hikari mote kore o mutsu ni wakatsu") Effect: Rikujōkōrō is primarily used to disable. The practioner points his/her index finger at the target generating a spark of yellow energy. That energy summons six thin, wide beams of light that slam into a target's midsection, holding them in place. The target is then unable to move any part of their body including the parts that were not struck by the beams. This technique can also be used after using Hainawa, as the six beams of light form from the light already used in Hainawa. Cost: 320 gold
Name: Hyapporankan (百歩欄干, Hundred Steps Fence) Number: Bakudō #62 Incantation: N/A Effect: Hyapporankan is primarily used to disable. The practitioner generates a blue-white glowing rod of energy in his/her hand and throws it at the intended target. It then duplicates itself into a hundred more rods which rain down on the target pinning him/her against a solid surface completely immobilizing them. The power is hard to dodge in a small area. Cost: 340 gold
Name: Sajō Sabaku (鎖条鎖縛, Locking Bondage Stripes) Number: Bakudō #63 Incantation: N/A Effect: Sajō Sabaku is primarily used to disable. The practitioner raises his/her palm up to the target and closes his/her hand into a fist. The spell calls forth a yellow energy in the form of very thick rope to ensnare an opponent, its similar to Bakudō No. 4, but stronger, this spell binds the upper body of a target. According to Hachigen Ushōda, physical strength alone should not be enough to break out of a level 60. Bakudō, however Kensei Muguruma was able to free himself from this Kidō while in his Hollow form. Cost: 350 gold
Name: Tozanshō (倒山晶, Inverse Mountain Crystal) Number: Bakudō # 73 Incantation: N/A Effect: Tozanshō is primarily used for defense. The spell ignites at a single point as blue energy and extends upward from four points and creates a inverted pyramid that solidifies into a barrier around the caster. The spell is usable around other already active spells. It can also be used to trap people inside of it. Cost: 370 gold
Name: Gochūtekkan (五柱鉄貫, Quintet of 1 kan Iron Pillars) Number: Bakudō # 75 Incantation: "Walls of iron sand, a priestly pagoda, glowing ironclad fireflies. Standing upright, silent to the end." ("鉄砂の壁、僧形の塔、灼鉄熒熒ӌ 9;湛然として終に音無し", "Tessu no kabe sōgyō no tō shakutetsu keikei tanzen toshite tsuini oto nashi") Effect: Gochūtekkan is used primarily to disable. The practitioner clasps his/her hands together as five small yellow orbs with skinny tails emerge from between his clasped hands. They move up above his/her head and form into a circle of five. The practitioner raises his clasped hands up above his head and then down sending the orbs into the ground. A bright light is generated in the sky above the intended target which summons five incredibly-tall and thick pillars, which are connected to each other by chains, to pin a target to the ground. Name: Tenteikūra (天挺空羅, Heavenly Rickshaws in Silken Air; Viz "Heavenly Charged Sky Net") Number: Bakudō #77 Incantation: "Black and white net. Twenty-two bridges, sixty-six crowns and belts. Footprints, distant thunder, sharp peak, engulfing land, hidden in the night, sea of clouds, blue line. Form a circle and fly though the heavens." ("黒白の羅!二十二の橋梁 六十六の冠帯 足跡・遠雷・尖峰・回地・夜伏・ 雲海・蒼い隊列 太円に満ちて天を挺れはし", "Kokubyaku no ami! Nijūni no kyōryō, rokujūroku no kantai. Ashiato, enrai, senpō, kaichi, yafuku, unkai, aoi tairetsu. Taien ni michite ten o hashire!") Effect: Tenteikūra is primarily used for communication. The practioner draws symbols upon his/her arms, hands and the ground using a black powder. Upon once again placing his/her hands up to the rectangle and activating the spell the root-like extensions glow creating a network extending out from the rectangle. The spell transmits messages mentally to anyone within an area of the caster's choosing. In addition to reciting the spell, the user must draw specific markings on their arms, which are animated by the spell to convey the messages. The messages can be spoken either by the caster or by another within the vicinity of the caster. Cost: 400 gold
Name: Kuyō Shibari (九曜縛, Nine Sunlight Traps) Number: Bakudō # 79 Incantation: N/A Effect: Kuyō Shibari is primarily used to disable. The practitioner creates eight black holes with purple outlines that emit spiritual energy in the personal space surrounding the target, with the ninth black hole manifesting in the center of the target's chest. The intended point is to severely immobilize the target. Cost: 400 gold
Name: Dankū (斷空, Splitting Void) Number: Bakudō # 81 Incantation: N/A Effect: Dankū is primarily used for defense. The practitioner creates a translucent barrier in the form of a large rectangular wall. According to Byakuya, it is capable of stopping Kidō-based attacks with power up to level 89. This is seen also when Aizen uses it to block Tessai's Hadō #88. Cost: 450 gold
Name: Kin (禁, Seal) Number: Bakudō #99, Part 1 Incantation: N/A Effect: Kin is primarily used to disable. The practioner holds his palms away from him/her with the arms extended out to the sides and clasps his/her hands together with the fingers intertwined intricately. The spell then binds the arms of a target to their back like Bakudō #1, but with spiritual fabric and iron shafts.
Hachigen has displayed a far stronger version that ties the target's arms on the back in addition to wrapping the spiritual fabric around the entire body, and continues to pin the target with the spiritual fabric stacked to the ground around the target with several iron shafts in an "X" shape. Cost: 500 gold
Name: Bankin (卍禁, Great Seal) Number: Bakudō #99, Part 2 Incantation: Shokyoku - Shiryū (初曲・止繃, "First Song - Halting wrap"); Nikyoku - Hyakurensan (弐曲・百連閂, "Second Song - Hundred Serial Bolts"); Shūkyoku - Bankin Taihō (終曲・卍禁太封, "Final Song - Full Ban Great Mount") Effect: Bankin is primarily used to disable. The practitioner slams his/her fingers into the ground releasing white spiritual energy that forms into a white fabric. The fabric engulfs the opponent completely covering him/her from head to toe (First Song), the opponent is then stabbed by numerous metal bolts (Second Song), and then the opponent is smashed with an immense metal cube from above (Final Song) Cost: 500 gold

Hadō (破道, "Way of Destruction") A category of Offensive spells.
Name: Shō (衝, Thrust) Number: Hadō #1 Incantation: N/A Effect: Shō is primarily used for offense. The practitioner points at the target with his/her index finger and generates a small force that thrusts the target back a few feet away from the caster. Cost: 10 gold
Name: Byakurai (白雷, Pale Lightning) Number: Hadō #4 Incantation: N/A Effect: Byakurai is primarily used for offense. The practitioner points at the intended target with their index finger and generates a concentrated lightning bolt. Cost: 50 gold
Name: Tsuzuri Raiden (綴雷電, Bound Lightning) Number: Hadō #11 Incantation: N/A Effect: Tsuzuri Raiden is primarily used for offense. The practitioner generates an electric current through any object he/she touches and that electricity damages anything or anyone that is in contact with the object the current runs through. Cost: 70 gold
Name: Fushibi (伏火, Ambush Flare) Number: Hado #12 Incantation: N/A Effect: Momo Hinamori uses this spell in conjunction with Shot of Red Fire and a Kidō net that has entangled her opponents resulting in a large explosion around them all.
Rangiku Matsumoto states that it is number 12, but does not specify whether it is a Hadō (destructive) or a Bakudō (binding) spell although from the name and effect, it is highly likely to be a Hadō spell. Cost: 100 gold
Name: Shakkahō (赤火砲, Red Fire Cannon; English Dub: Red Flame Cannon) Number: Hadō #31 Incantation: "Ye lord! Mask of blood and flesh, all creation, flutter of wings, ye who bears the name of Man! Inferno and pandemonium, the sea barrier surges, march on to the south!" ("君臨者よ!血雨の仮面·万象·羽ば 383;き·ヒトの名を冠す者よ!焦熱と 105;乱、海隔て逆巻き南へと歩を進| 17;よ!", "Kunrinsha yo! Chiniku no kamen, banshō, habataki, hito no na o kansu mono yo! Shōnetsu to sōran, umihedate sakamaki minami e to ho o susume yo!") Effect: Shakkahō is primarily used for offense. The practitioner generates a orb of crimson red energy in his/her palm or finger. The orb can be any size from small, medium or large depending on the level of power being used. The destructive power released by the blast can vary between a simple explosion to a pillar of energy. In both instances the spell causes concussive as well as burn damage. It is one of the mid-level Hadō spells. The spell is of the common spells taught at the Shinō Academy. It tends to be many Shinigami's default offensive spell, for those well versed and not so well versed in Kidō. Cost: 180 gold
Name: Ōkasen (黄火閃, Yellow Fire Flash) Number: Hadō #32 Incantation: N/A Effect: Ōkasen is primarily used for offense. The practitioner raises his/her Zanpakutō horizontally in front of him/her and generates a yellow orb that widens itself along the length of their sword. Once it is fully charged it fires outward as a horizontal blast, in a wide arc of yellow energy at the target. This technique can be launched from the hand instead of a Zanpakutō, albeit producing a shorter arc. Cost: 180 gold
Name: Sōkatsui (蒼火墜, Blue Fire, Crash Down; Pale Fire Crash in the English dub) Number: Hadō #33 Incantation: "Ye lord! Mask of flesh and bone, flutter of wings, ye who bears the name of Man! Truth and temperance, upon this sinless wall of dreams unleash but slightly the wrath of your claws." ("君臨者よ!血肉の仮面·万象·羽ば 383;き·ヒトの名を冠する者よ!真理 392;節制、罪知らぬ夢の壁に僅かにĤ 26;を立てよ!", "Kunrinsha yo! Chiniku no kamen, banshō, habataki, hito no na o kansu mono yo! Shinri to sessei, tsumi shirame yume no kabe ni wazuka ni tsume o tate yo!") Effect: Sōkatsui is primarily used for offense. This is currently where I have got to so far I have listed current Canon Kido and priced it accordingly to there power level I will be posting Barrier and Seal Listing later. Why you ask I am doing this much is to help lessen the burden for the admins.
If you like this Idea for kido purchase and creation please let me know by posting with in this topic.

So far this looks good to me. Obviously, we're gonna need a seperate thread for pricing and such if this idea gets accepted, but it's good you decided to go ahead and price everything since it probably would've taken awhile if we waited to do that. ^^;; There is one thing though... I don't think we should ban people from making custom kido, unless they aren't taking it seriously. However, disallowing them to purchase/use custom kido (whether they made it or not) I'm fine with. XP
