I had the idea about a week back that the captain commander and cero espada should be the only one to have to ability to send out lower ranked seats out on missions to anywhere. This would mean Stelevein would have to try to get on more and I know he has real world things to take care of and what not, but I believe that if he could get on a little more this idea would work great. The plan would work as such: Cero Espada sends Espada #8 to the world of the living through a PM over the site. When Stele sees that a thread has begun with Espada #8 in the world of the living he will PM a captain to either go and deal with it or send one or how ever many of his subordinates to apprehend or dispatch of the threat. Now this is not saying Cero Espada has all the power. Stele would also have the ability to send captain's orders that they need to go to the real world to deal with a hollow sighting. This means a RP would start with a captain either going to the real world or speaking to a subordinate. There is also the possability that a captain could pass the mission on to another captain yet this would be done through RP instead of PM. All mission's would be dealt with through PM's instead of say the C-box. Please give me your idea's and thought's on the subject.

Now this one, I understand where you're coming from, but I believe the role-players should have their own freedoms in regards to that subject. Now; I believe the Captain Commander and Cero Espada -should indeed- give out missions to players. But I also believe that the freedom to just imply there are Hollow somewhere, and have your character go out and fight it makes for a more fun experience.
Now onto the practical side of your suggestion, yes. Stelevein would have to find a way to be more active were this to work. Taking that out of the picture, I ACTUALLY believe there should be a Pinned topic in Seireitei, and Heuco Mundo, as a sort of "Job Board." I'll use two characters as an example.
Stelevein would go to the "Job Board" topic in Heuco Mundo, and list out several "bounties" that need taking care of. Say for example a group of "Shrieker" class Hollow were sighted in Karakura Town. Now, let's say your character; Kotei were to not be busy at the moment, and went to the job board. He notices the mission, and decides he'll take it. So he goes down to Karakura and eliminates the threat, and then returns to Soul Society to report the job being done to Stelevein.
I say this because of the news fader at the top of the website. This news fader could be used to alert players to available job postings on the job board.
Another issue is how the missions themselves should be handled. Now, I believe that we should have our four staff members take care of that. When a player accepts a mission, whichever staff member is on duty will take command of the Hollow in that mission. I know that somewhat limits the freedom aspect of it all, but it does keep the role-playing interesting, as the players now have a suitable challenge.
If you guys have seen Naruto, you notice that Ninja Missions are normally categorized by difficulty. D rank mission being the easiest, and S rank missions being the hardest. I think our missions should be organized somewhat like that. The content of the mission should also reflect how many players are allowed to undertake them. (At the poster's discretion.)

More on the idea: When a mission is taken from the job board, the person who took the mission should then create a topic in the location where the missions' details listed the incursion being. Now, in order to prevent outbursts, we should probably attempt to enforce a rule that only characters who came into the mission in the first place should be allowed to post in that topic at all.
It'd be really lame for per say, Captains Nakamura and Shimasu to undertake a mission, and suddenly be interrupted by per say, Lieutenant Akiyama; who butts into the mission because her player was bored at the moment.
Now, that idea is for job board missions. I will once again I still support an aspect of freedom, where characters can simply venture out somewhere and decide they wanted to fight random hollows, or random shinigami that were on patrol. There are a few "Human" players in the RP, who would be left out of pretty much anything if "Random Hollow Attacks" weren't allowed to happen at their discretion.

I don't really have much to say about this, except that Super pretty much said what I was thinking. XP A notice board would be a good idea, and it would mean that we wouldn't have to wait for Stelle to start it up. XP (He'll likely be gone for awhile longer, but hopefully not before Zero gets killed. XP)
Also, Stelle is capable of posting, but he has to use his phone. XP (I know I've said it a bunch, but now it's in a place where it won't disappear. XP) However, I'm not sure if he's able to PM people with the phone. ><
Oh, it's not directly related to this idea, but I've been drawing up custom Hollows (That resemble Shadows too much, I think. ><) to use for such things. XP So we could also add a custom Hollow bestiary somewhere, so people can get the just of what each type of Hollow can do. XP (Although, I think it'd be cool to leave it blank until they run into said Hollow and have to add in what it can do themselves. XP)
