The Vizard idea sounds pretty good. We'd also have to limit their Shikai/Bankai like we would regular Shinigami, right? Also, just wondering, but are we keeping the 4 kido thing or removing/adding to it?
As for Hueco Mundo, there really doesn't have to be much going on other than the typical Hollow/Arrancar eating other Hollow/Arrancar. But, going off my idea for Los Noches, perhaps having groups of Arrancar and even Hollows trying to fight for control over the "castle" could be a decent place to start? We could even give gold bonuses to whoever attains the title of "King of Hueco Mundo"? And we could give Shinigami gold bonuses for completing missions from a missions board/PMed to them? Although that's more a mechanics thing, so we should probably focus more on the setting part now. We could have a group of Arrancar/High-level Hollows hiding out in the Menos Forest too, and perhaps some other group has taken over/refuge in Los Noches? I kinda like my first idea better, but I'm just throwing out what I can.
For the human world... just the typical stuff? I'm thinking it might not be a horrible idea to run the humans similar to a typical school RP, with winter/summer breaks, school festivals, etc. just to keep things running and give a more normal side to the human part of the RPs. As for the rest of the characters visiting the human world... (going into more plot than setting stuff, I know. Just typing up random thoughts.) perhaps the Hollows/Arrancar could sense/know of an item in the human world that would give them enough power to regain "sovereignty" over Hueco Mundo? and obviously, the Shinigami and Quincy would be there to take care of Hollows, they don't really need much of a reason other than Hollows.

Yeah, they'd basically just operate like regular shinigami except for mask upgrades.
4 starting kido is good to me, preferred if we were to only allow rather basic ones to start with.
As for the Hueco Mundo idea, that could honestly be a great place to start Hollow with. Hollow (Or weak arrancar depending on how the person plays) could probably start out in the Forest of Menos, while an NPC faction would be controlling the Los Noches. Starting off the Hollows plot by having them vie for control over Los Noches could be great, as well as giving the Hollow players the option to decide how they'll rule over the place. Puts the plot in the players' hands y'know? I guess that also allows the "Rebel" player faction to be able to start wherever they want.
Interactions with the human world would probably be relatively scarce in terms of player hollows, but I would follow that suggestion. Attempting to acquire secret items or perhaps even intercepting "Kingdom (Los Noches)" faction hollow that went out into the human world could give Hollow players reason to play around there. Humanity is a strange melting pot though.
On one hand, many humans tend to be spiritually aware and battling hollows, while on the other Plus souls (Ganju and Kukaku are examples) live in Soul Society and pretty much follow the same guidelines as humans do. Fun stuff eh?

Alright, sounds fine to me. Maybe only limit them up to number 50? We could also add in some of our own custom kido to fill it out and give them more options. In that case, we could limit the number to like 30-ish? (Depending on how many custom kido we would add in.) Also, for kido (Bakudo specifically) should we allow "Spoken-After Incantations", or could we add that as an upgrade for people wanting to specialize in kido? And the same for the Twofold Incantations? (Incantation Classes Link)Oh, and also what about Modified Kido, such as this? Alright, sounds good. Now that I've gotten hold of a scanner, I can upload some custom Hollows and Menos for us to use. So basically, there isn't much for us to do setting-wise for humans and pluses? And quincies as well I suppose. Speaking of which, for the quincies, will the format need to be edited to reflect the new information from the manga or should we just basically keep it the same?

Just starting out? Hmm. I'd probably say something like Sokatsui being as far as the masses should go. I know at least Shakkaho is a skill that they train within the Shinigami academy's advanced class. And yeah, the incantation buffs should probably be additional purchases you can make in order to further specialize in Kido. Especially something like Eishohaki that allows someone to cast spells without requiring the incantation.
What I'm not sure about is Modified Kido. I guess we could create a Modified Kido system that allows someone to take an already existing spell and upgrade it in their own repertoires, making the spell more powerful/versatile etc. Guess that much more customization gives players a sense of ownership to their purchases.
Additional Hollows would be great.
Quincies are a strange mixed bag. In-series the whole faction of Quincies has taken over Hueco Mundo after having been hidden elsewhere for ages. I'm not actually sure what we can/should do about Quincies in their plots. I suppose it does give us an excuse to utilize the Kyōgoku realm if we wanted, claim the Quincy homebase is there or something. The format though, again I'm rather perturbed by what someone can do with it. I'm admittedly not the foremost authority on Quincies, though I suppose I can do research into it. As of now, unless someone has an idea for how to change it, I just guess all I can say is I don't know. ^^;

So then, ShitotsuSansen (#30) could be the highest as far as Bakudo goes? And as for Kido with no known incantations, should we make our own up for them or just imply that a character is using the incantation when they use the spell? >.> (Since if we don't have any sort of incantations for them, it'd basically be like being able to use Eishohaki for free.) Well, we could do a trade-off type of thing for modified kido, like trading speed for power and stuff. And if the character is strong enough, simply just buff up the entire kido. (Like Urahara's modification of Byakurai.) We can just leave the Quincies as-is story-wise and have Quincy characters come up with stuff on their own if they want. >.> Also, I made a giant list of attributes/stats we can pick at to come up with what we want to use. I can also get started on a new (beta) universal character format that we can further modify to fit specific races. >.>

Aye, something like ShitotsuSansen. I'd pretty much say the incantation can be made up, but I guess sorta give them a "Three line requirement" limit when making said incantation.
Modified Kido... Yeah, I suppose that stuff makes sense.
And sure, lets see the list of attributes, a character format could be good too.

The following is just a test format with some basic stuff.
Chara Format - Name: Your name. Alias: Any nicknames or aliases you go by. Age: How old you appear to be. Gender: Male or Female. Weight: Your weight.* Height: Your height.* Description: A very detailed description of what you look like (one paragraph min.) or a full/mostly full body image. History: Your past. At least one paragraph. Attributes: Your attributes, between one and {five}. No more than {1/3} of your attributes can be at {five}. Distribute {20} points between all attributes, with a min of one and max of {five}. Abilities/Powers/etc.: -This would be where the entire zanpakutou/mask/hollow/quincy/fullbring/etc. powers section would be.- *Are these parts really needed?
